Dubuque, IA: Dubuque prospered greatly in the 1950's but then fell on hard times. Not much has changed, except a layer of grime now covers the lot of it. Downtown Dubuque has a dog track, a Mississippi River museum, riverboat gambling, etc. But the real attraction in Dubuque is the Fenlon Place Elevator. Commonly called the 4th Street Elevator (it's downtown on 4th), it is the world's steepest, shortest Scenic Railway. It's been there since 1882.
